7. Congestion Avoidance (Home Slots, Empty-Packet Repositioning, IMS Buffer) 

Beyond inspection and maintenance, IMS is also central to congestion avoidance. If an empty spherical packet remains in a home unit, it is automatically forwarded to a nearby IMS after a time delay, freeing capacity for the next delivery. If a home unit still contains a packet with contents, the system does not allow the next shipment; the app warns the user to prevent local gridlock caused by occupied slots.
